You have quite a loose definition of subliminal. I guess a couple of questions come to mind.
Why don't they have a commisioner of the FAA, Obama has been President for 100 days?
Will their previous appointments be any indication of what kind of person that appointee will be?
Schumer is one of the most thoroughly dispicable people in Congress which is quite an accomplishment. I find the audacity of this Son of a Bitch incredible. Calling any of Bush's appointments hacks considering the corrupt people Obama has appointed and his colleagues in the Senate have confirmed so far.
