Your assertion that Obama has already outspent Bush is patently absurd.
Over the last eight years, Bush ran up $10.3 TRILLION in new debt and obligations. (See Nobel prize-winning economist Joseph Stiglitz's article in January's Harper's Bazaar.)
The CBO projects a $1.2 trillion deficit for 2009. Most of that is spending already committed to by Bush (Iraq, for example) and spending made necessary by Bush's fiscal irresponsibility.
