Obama ready to "rule" over us on Day 1

Obama and his surrounding support staff seem to get tripped up a lot over certain words in the English language and their meanings. They've already been schooled on what the true meaning of the word "required" is. On yesterdays Meet the Press one of Obama's spokespersons claimed that Obama will be ready to "rule" on Day 1 of his Presidency. Not "lead" or "govern" but "rule" us, like some sort of king, or monarch, or dictator, or something. Could this be a peek into the minds of Democrats and how they view the way government should work?

"given the daunting challenges that we face, it's important that president elect Obama is prepared to really take power and begin to rule day one."

Does the word "arrogance" come to mind?
