Joe Biden couldn't pass a U.S. citizenship exam and yet he may be one heartbeat away from the Presidency. The stock market crash which caused the great depression occurred in 1929 when Herbert Hoover was President. FDR wasn't elected President until 1932. Secondly, FDR spoke to the American people via radio since television was still in it's infancy and very few Americans even owned them. The only time FDR ever appeared on television was during a demonstration of the product during the 1939 World's Fair in New York City
